July 2026. Vickers & Nolan Enterprises Awarded Prime Contract Supporting Naval Information Warfare Center Pacific
STAFFORD, VA (July 13, 2026) – Vickers & Nolan Enterprises LLC (VNE), an SBA-certified Small Disadvantaged Business (SDB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) was awarded an indefinite-delivery/indefinite-quantity (IDIQ), multiple award contract (MAC) in support of Naval Information Warfare Center Pacific, San Diego, California.
This contract, valued at $349,993,874, features cost-plus-fixed-fee and cost-no-fee pricing with a seven-year period of performance that began on 28 May 2026. VNE was selected as one of only sixteen awardees– and notably, one of just three small businesses chosen to compete for task orders under this competitive contract.
NIWC Pacific is responsible for advancing the U.S Navy’s information warfare capabilities through research, development, systems engineering, testing, integration, installation, and lifecycle support of mission-critical systems operating from the seabed to space. Under this contract, VNE will compete to provide a broad range of technical and engineering services, including systems engineering, program and configuration management, hardware and software development, installation, maintenance, sustainment, training, and technical support for intelligence, surveillance, and reconnaissance (ISR), information operations, and cybersecurity operations. VNE is well-acquainted with delivering these services for NIWC Atlantic and other federal customers, and our staff is enthusiastic about strengthening the NIWC partnership.
“This award marks an exciting milestone for VNE,” said Bobby Blackwell, President of Vickers & Nolan Enterprises LLC. “For well over a decade, we have proudly supported NIWC Atlantic, and we are honored to now expand that partnership by supporting NIWC Pacific. Securing our first prime contract with NIWC Pacific is a significant achievement that reflects our team’s expertise, dedication, and commitment to delivering mission-critical capabilities to our customers.”
“This contract represents an important step in executing VNE’s long-term strategic vision, expanding our presence across additional NIWC locations and growing our presence while delivering exceptional intelligence, engineering, managed acquisition, hardware/software integration, technical advisory and training services,” Blackwell continued. As VNE continues to expand its portfolio of federal defense and intelligence programs, this award reinforces VNE’s reputation as a trusted partner in delivering innovative technical solutions and mission-focused support to the Department of War and the national security community.
